Yes, you will have to report both. More focus will be on your UG GPA also depending on what your grad degree is it may help complement your UG coursework especially if their are analytical gaps in your UG transcript.

So, I was wondering for folks like me who have a Masters degree already, if there is a choice to opt out to offer my Masters GPA but instead my Undergraduate GPA, because my undergrad (a 4 year program btw) GPA is higher than my Masters?


Yes, there is no way to opt out. The programs want to see all your grades, and in some ways, the undergrad is more critical than the Masters performance as that is what is generally reflected in class profiles.
