The conclusion is "fourth graders in the Rocktown school district will score better this year on American history test" based on the fact that the Rocktown school district has offered a free summer enrichment program called "History Rocks" to its rising fourth-grade students. Now, we want an option that helps support the conclusion i.e. students will score better.
A - "History Rocks" focuses entirely on American history. - Definitely supports!
B- The majority of the district's rising fourth graders attended the program. - If most students attended the program, then the chances of students scoring higher is more (although the option does not talk about American History)
C- The district decided to make the program free because many students in the area come from low-income families. - This one focuses only on a part of the premise i.e. free education. However, that is in no way connected to the conclusion i.e. scoring better. So, this one does not strengthen the conclusion and should be the answer.
D- The material on fourth-grade history tests in Rocktown is substantially similar to the material being covered in the enrichment program. - If the material on the tests and the material in the program is similar, then obviously students to attend the program will do well on the test. So this strengthens the conclusion.
E- It has been proven that students retain knowledge better when learning one subject at a time, as is the case in the "History Rocks" program. - This one strengthens the conclusion as well since it shows a clear connection between the program and scoring better (retaining knowledge)

i think option D is not worded properly :

"Fourth grade history tests" does not mean "American history test" ..it can be two separate tests ...
