Can someone point me to some information on why "which" refers to divorce and not "men"? Where is this rule written?

It was a battle between A and B.

Since the President was caught having an affair, nearly 10000 men have been
sued for divorce, which is more than had been sued in the past five years combined.
(A) which is more than had been sued
(B) more than had been sued

I chose A even though it seemed wrong and it was clearly wrong as relative pronoun "which" shouldn't be modifying "divorce".
But B also has a problem that "no clause after than", since we are comparing divorces before and after president was caught. Can you please shed some light in this matter. Any help would be appreciated.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



‘Which’ does not refer to ‘divorce’. Eliminate A and E. Choice C has a pronoun with no clear reference. Who is the ‘they’ who had sued the men? B is closer in meaning to the original sentence than D is. The men had been sued rather than just experiencing suits. The correct answer is B.
