I feel that first is a statement that author accepts and tries to explain. Second is the data that is used to support his conclusion that funding is mis-managed.

C

I did find E to be tempting as well. But the second part that it is assumption seems to be incorrect. I feel second is a fact.

The author is saying scientists are saying we need multiple lines of research but if we look at the reality only 1 out of 10 is approved for funding.

Then the author, people are providing their reasons for this but in reality Funding is allocated based on old categories and blah blah..

So, the 1st boldface is the fact that the author has stated and the 2nd is teh support to Author's conclusion that "the real reason probably lies in the way funding is organized.".

A. The first is a finding that the author finds unacceptable; the second is the author's own position
B. The first is a finding that the author attempts to account for; the second is a finding that contradicts the author's main conclusion.
C. The first is a fact that the author attempts to account for. The second is data that explicitly supports the author's main conclusion. As per our Pre thinking. Hence, Correct
D. The first is a position that the author opposes; the second is the author's main position.
E. The first is a situation that the author finds paradoxical; the second is an assumption that the author uses to reinforce the paradox. It is not an assumption but reality.

C is correct. since 2nd option is in support for authors position. Only C states this.
