Causality Test.
The Causality test can be used to identify which of the two statements is the conclusion, since there is no conclusion marker (therefore, etc) to indicate the conclusion. Let's try it:
Let this statement be called X- The public is sufficiently served when the Securities Regulation Department recruits specialists from our nation's financial establishment, academia and elsewhere with a thorough understanding of sophisticated financial products, transactions, and practices Let this statement be called YThese specialists make investigations smarter and quicker, increase the volume of relevant investigations, and enable society to better allocate its resources.If X caused Y – then Y is the conclusion
If Y caused X – then X is the conclusion.
