It was straight E. The last line tells that the young one must consent but before he/she can consent, he shouls hav received consent from the other one. This will be cyclic. The other young one will keep waiting for other’s consent. And hence a deadlock

Official Explanation :

The question stem asks Which of the following assessments of the logic of the proposed dating guidelines is accurate. Since the correct answer choice must be supported by the argument, this is an inference question. Do not bother breaking the passage into its conclusion, premise, and assumption for inference questions. Instead, focus on what the passage states directly. The correct answer must be true based on the facts in the passage. The passage provides the criteria that must be met before any dating can take place. The criteria are that when the parents of one young person have agreed with the parents of another young person that the two young people may date, each of the young people must consent, and before so doing must have the other's consent. The criteria appear to create a dilemma because each young person can consent only after receiving the other young person’s consent, but the other young person can consent only after the first young person has consented. So look for an answer choice that must be supported based on these facts. Evaluate the answer choices.

Choice A: No. This answer choice is out of scope. There is no indication from the passage that a young person who dates would be sure that the other person has consented to the date.

Choice B: No. This answer choice is out of scope. There is no information in the passage regarding how a young person would decline a date.

Choice C: No. This answer choice is out of scope. There is no indication about how the guidelines would prevent a young person from considering several offers before deciding whom to date.

Choice D: No. This answer choice is a reversal. The passage indicates that the parents of one young person (must) have agreed with the parents of another young person that the two young people may date. Therefore, the guidelines do not give a young person final say in choosing dates.

Choice E: Correct. This choice is an accurate assessment of the logic of the dating guidelines. The guidelines would make it impossible for any young people in the sect to date because each of the young people must consent, and before so doing must have the other's consent, which would not be possible.

The correct answer is choice E.

Let's say we have 2 people: A and B. Now according to the last line, before A consents, it should have B's consent and before B consents, it should have A's consent. So both will keep waiting for the other's consent.

How can E be the answer? There is nothing in the passage to suggest that it would be impossible for young members of the sect to date. A, however, makes the most sense since the passage suggests that the date can happen after getting each other’s approval.

Even if they already knew each other, there is still a lot of ambiguity in this case - do they know each other as friends, did they consent to dating each other, etc.
Also, the passage has a flow that when the parents consent, then only we go to talking about the young people themselves, so the situation you are talking about goes out of scope, and we dont have the required info to conclude with full certainty

Hope this helps!
