Pure comparison question, let's see sentence structure:

When we use comparative forms for comparison the structure is "more...than, less...than, higher...than", so eliminate (E).

(is out as explained above)
B) than were those of almost any other
("those of" -plural pronoun - refers to plural "contributions", and this constraction logically compare Paul’s contributions with contributions of other physicists)
C) than almost any
(comparison between Paul's contributions and any physicists - illogical)

But Sir Charles' Comparisons, Part I and Comparisons, Part 2 are the nugget, it's really helpful to clarify some tricky comparison moments.

Meaning: PD (one of the most influential scientists) helped to improve field of physics; his contributions were more valuable than contributions of the rest of scientists were.
Looking at underlined part, we can simply see that this question is all about the comparison in the second half of the sentence. The value of contributions of PD is compared with value of contributions of the rest of scientists. So we need to find a correct way of stating this comparison.
A) than were almost any other; this choice implies that we are comparing value of contributions of PD with value of others!, which is absolutely wrong as compared entity are not logically parallel.A is out
B) than were those of almost any other; Here "those of" comes in handy; now we are comparing value of contributions of PD and value of contributions of others. Correct.
C) than almost any; this choice implies that we are comparing value of contributions of PD with any scientists of PD's era including himself!!!. that really sucks C is out
D) than almost any other; this choice implies that we are comparing value of contributions of PD with others themselves!. D is out
