I don't understand. Isn't the set 01111122223333 instead? In other words, range=3? What am I missing? Could someone please elaborate on this?

Range = Maximum value - Minimum value

They have given the frequency distribution as 1,5,4,4

Minimum value = 1
Maximum value = 5

Hence, Range = 5-1= 4

I don't understand why this has been kept in the hard category.

Finding the range is quite straight forward.

Range = maximum value - minimum value

=> 5 - 1
= 4

Hence, the correct answer is D.

Read the question again, range of f ( not of x) is asked!!!
