Regular grooming and defleaing is necessary for short-haired cats the same as long-haired cats, because careful hygiene has more to do with the condition of a cat's skin than with the length of its hair.
A) the same as - Incorrect wording and similarity could be better expressed.
B) as well as - Means "and", so let's hold.
C) as for - Tends to be used/mean "concerning"...not used for similarity.
D) the same as if they were - Has the problem A has and the "as if they were" is unnecessary and changes the meaning.
E) as it is for - "It" cannot refer to the phrase "regular grooming and deflating is necessary". "It" can only refer to a noun antecedent, not a noun phrase or a clause.
