The question is testing the proper use of "Despite" and "Although" in terms of meaning and grammar.
Despite: used only when mentioning a challenge facing the subject.
Although: near to "but" in meaning (but different usage). Used only when linking between 2 complete clauses (noun + verb).
Back to the Question ...
There is no challenge facing the "History". The correct conjugation is "Although" --> A & B eliminated
"Although" needs complete clauses. "living up to its titular promise" is participial phrase, not complete clause --> D & E eliminated
C is our choice.
