Irrelevant. We are not measuring how significant the impact is. Just not deteriorating the situation.
(C) The atmosphere can reverse the damage to the ozone layer caused by the past use of Freon.
Irrelevant . Beyond the purview of the question/argument
(D) The new refrigerant can counteract the damaging effects of Freon on the Earth's atmosphere.

Incorrect. We are concerned with the manufacturer's prediction that there will be no further damage apart from freom that's already in the environment. Whether the damage done already is significant or not is irrelevant to the manufacturer's claim. We are only interested in the differential amount of damage (if any) caused by replacement.
