But they both start at the same time, so why do we need to add the extra time?

Agreed, answer is 18.

Both start at the same time, and the question asks how long has nicky run when Chadi catches her.
at t=0, distance between a and b is 36
at t=18, a catches b

total time passed = 18s

Nicky and Chadi begin running a race at the same time, though Nicky starts the race 36 meters ahead of Chadi. If Chadi runs at a pace of 5 meters per second and Nicky runs at a pace of only 3 meters per second, how many seconds will Nicky have run by the time Chadi passes him?

(A) 15 seconds
(B) 18 seconds
(C) 25 seconds
(D) 30 seconds
(E) 45 seconds

Distance between them = 36
Relative speed= 3-5 = 2

T= D/R

T= 36/2 = 18 B.
