(D) The cost of refining petroleum for jet fuel has increased over the past year. - Though the cost of refining petroleum has increased but we have no idea as to how it affects the prices. There's no correlation of that in the argument. Multiple possibilities could arise such as maybe the company wants to increase its profit margins etc.
