Such- as is used to give examples .... why do you think it is not okay to use it to give examples of floods/wildfires...In above sentence floods/wildfires are examples of "natural disasters".

if you observe this sentence is command subjunctive in nature which follows the
so use of order + to verb is correct
whenever that is missing we use noun/verb+object+ infinitive verb
only option A is valid

If you read the option B carefully , you can understand that the sentence syas that government imposed the taxes because citizens were rasing funds in advance of the calamity. Citizens are taking the object of "for". It is ambiguous.

Why is C incorrect? Isn't the usage of "so as to" correct? ACTION ...."So as to"....PURPOSE
