POE:
(A) seems good. So, we will look for other choices to find errors to eliminate.
Eliminate (B), 'which' is showing that the architecture grew rapidly.
Eliminate(C), wrong verb 'has' is used. In the non-underlined part, they are talking about that time. So, it should be in the past tense.
Eliminate(D), it has the same verb error as of (C).
Down to two (A) seems good. Eliminate (E) - use of 'whose' is wrong. 'whose' shows possession. Also, the meaning is not clear.

A) The popularity of neo-Gothic architecture grew rapidly during the early nineteenth century, - CORRECT

B) The popularity of neo-Gothic architecture, which grew rapidly during the early nineteenth century,

C) The popularity of neo-Gothic architecture has grown rapidly during the early nineteenth century;

Correct Answer - A,
Explanation - The sentence is completely written in past tense, which can be understand using the "sought" word. Option A correctly fits in the sentence.
Option B - misplaced pronoun "which", not required, since it modifies the complete meaning of the sentence.
Option C - misplaced verb "has", a present tense verb, moreover modifies the meaning of sentence, makes it incomplete.
Option D - growing is the incorrect word here, should have been in past tense.
Option E - wrong word here is "whose", not required.

No errors

Fragment.
No verb for the subject "Popularity"

C) The popularity of neo-Gothic architecture has grown rapidly during the early nineteenth century;
Firstly,
Present perfect is used :
1)when an action occurred in the recent past.
2) when the action that started in past is still ongoing.
3) the action has occurred in past has its effects in present time.
4) The action happened at an indefinite time in the past

A) The popularity of neo-Gothic architecture grew rapidly during the early nineteenth century,

B) The popularity of neo-Gothic architecture, which grew rapidly during the early nineteenth century,

C) The popularity of neo-Gothic architecture has grown rapidly during the early nineteenth century;

D) Neo-Gothic architecture growing rapidly in popularity during the early nineteenth century,

E) Neo-Gothic architecture, whose popularity grew rapidly during the early nineteenth century,

I don't find anything obviously wrong with option A.

let's check other choices.

Option B:
The popularity of neo-Gothic architecture, which grew rapidly during the early nineteenth century, when increasingly influential admirers of medieval styles sought to replace the neoclassical aesthetic prevalent at the time. - Makes no sense

Option C:
The popularity of neo-Gothic architecture has grown rapidly during the early nineteenth century; when increasingly influential admirers of medieval styles sought to replace the neoclassical aesthetic prevalent at the time. - We don't need Present Perfect tense as per meaning of the sentence. semi colon makes things worse to say the least. The when in the second clause can literally refer to any time frame.

Option D:
Neo-Gothic architecture growing rapidly in popularity during the early nineteenth century, when increasingly influential admirers of medieval styles sought to replace the neoclassical aesthetic prevalent at the time. - Not a sentence

Option E:
Neo-Gothic architecture, whose popularity grew rapidly during the early nineteenth century, when increasingly influential admirers of medieval styles sought to replace the neoclassical aesthetic prevalent at the time. - Same as B. Makes no sense.
