Someone had mentioned that R2 results would be coming on 23rd. Although on call they are sticking to before 28th deadline.

Because they will rather put those candidates on waitlist to see if any profile comes in future which is less stronger than current one then they will move ahead with yours. This is my understanding/assumption.
