Is the tens digit of a three-digit positive integer p divisible by 3?

Stat1: p - 7 is a multiple of 3
if p= 316, then p - 7 = 309; P tens digit will not divisible by 3. But, p= 337, then p - 7 = 330; P tens digit will be divisible by 3. Not sufficient

Stat2: p - 13 is a multiple of 3
if p= 316, then p - 13 = 303; P tens digit will not divisible by 3. But, p= 337, then p - 13 = 324; tens digit will be divisible by 3. Not sufficient

Combining both, still we have p =316 and p= 337 where tens of P is divisible or not divisible by 3. Not sufficient

So, I think E. :)
