My answer is (B). It took me 01:09.

First split: should the subject be "Saturn’s rings" or "Saturn"?
The subject should be compatible with the modifier "One of the most recognizable features in the solar system".
Choose "Saturn’s rings" and eliminate (D) and (E).

Second split (In options A, B, and C): SVA. Because subject is plural "Saturn’s rings", Eliminate (A) because it uses "consists".

Now, compare (B) and (C).
Regardless of possible meaning issue with (C), it currently contain two verbs (consist and create) as the main verb. But there is no conjunction between the two verbs. This alone can eliminate (C).
