My process of elimination:

Option-A:
1) Opening modifier “Known primarily to locals…” should be followed by a noun - Manhattan Blue Man Group – but not by a prepositional phrase
2) Fragment - There is no main subject

Option-B: Correct

Option-C:
1) This back-to-back modifiers structure may result in ambiguous meaning, and these modifiers are not even essentially grammatical or logically parallel – participle with relative pronoun modifier
2) First two modifiers (“starting…” AND “expanded…”) are describing something about groups AND third modifier (“who…”) is a sub-group modifier, which is describing something about professionals

Option-D:
1) Placement of noun modifier “who appear…” far distant from intended pronoun
2) In this context, the pronoun “WHO” could modify the subject “Blue Man Group” of the preceding clause – But this use will result in a SV agreement error

Option-E:
1) It appears that the phrase “starting with a troupe…” is a modifier, then we should not connect it using the conjunction “AND”

IMO B- Known primarily to locals in Manhattan before being discovered by MTV in the late 1980s, Blue Man Group started with a troupe of three performers and has since expanded to a rotating company of eight to nine professions who appear

Reasoning:-

1. in A- we get the idea that the name of the company is Manhattan Blue Man Group.
2. in C- modifiers should be parallel to each other, starting and expanded
3. in D- wrong use of the modifier, "who appear" after Manhattan

My answer is (B). It took me 01:40. Note that "being" is correctly (and universally) used in this sentence: it cannot be removed.

(A) After "Known primarily to locals before being discovered by MTV in the late 1980s", we expect to see a person or group. Instead, we see "in Manhattan", which is really abrupt. It should be moved, as (B) does.

(C) Technically speaking, the sentence is ok, though the placement of "In Manhattan" is not ideal. I eliminate (C) mainly because of its continuous use of two participle phrase (starting with a troupe of three performers, expanded to a rotating company of eight to nine professionals). It is just too awkward.

(D) The antecedent of "who" in "who appear" cannot logically be "MTV".

(E) Note "and" in "and starting"; it requires parallelism between "A and B". Here, A is "was known" while B is "starting". They are not parallel.

NOTE: the idea(which is already flawed) that "if you see "being" keyword used anywhere, then reject that answer choice" doesn't work here.
Some Imp Points:
1. For A, after the modifier "known ... ", we expect a noun i.e what is the modifier trying to modify. (this thing is corrected in B)
2. i feel "starting, expanded" modifier usage is wrong because a verb-ing modifier after a comma, modifies a verb but it should modify a noun.
3. what is "who" trying to modify ? - "a troupe" >> not possible as who is used for people, -"3 performers" >> not possible as 3 performers cannot be expanded
4. the sentence after comma+and needs a Independent clause, but there is no IC in there
