I want to go with E which is not the official answer.

There is a difference in using due to and because
Due to is used to give reason for a noun and is followed by a noun
Because of is used to give reason for verb and is followed by a Clause.
In E unemployment rates dropped sharply is being followed by Clause. Tense is also fine. It is straight forward too.
i do not see a good reason to eliminate it.

I would like to answer on this, since i got the correct answer!
I think there's a fight between 2 choices A and E.
I think why A is better than E -
reason no 1- use of the word "so that" to emphasize on the cause and effect.
reason no 2- "option E. because consumers were spending" i think the word were is not required and it is changing the meaning of the sentence.
