I think you can since it’s promotional email, if it’s for only applicant, some might not receive it but I think those who got this email could be the applicant too. It depends on whether you have something to ask them.

In R1 they sent reject and waitlist emails first

Maybe on D-day you should wish that you won’t receive email too soon😂
