A certain website has rules regarding behavior in the comments section of that website. If a comment is flagged (judged to be inappropriate by one of the website's moderators) because it includes a personal attack on another person, the comment will be deleted and the commenter will be permanently banned from commenting on the website. If a comment is flagged merely because it includes inappropriate language, the comment will be deleted and the commenter will receive a warning. If a comment is flagged for any reason and the commenter has previously received a warning for a comment on this website, he or she will be permanently banned from commenting.

So, two cases:-
1) If a comment is flagged (judged to be inappropriate by one of the website's moderators) because it includes a personal attack on another person, the comment will be deleted and the commenter will be permanently banned from commenting on the website.
2) If a comment is flagged merely because it includes inappropriate language, the comment will be deleted and the commenter will receive a warning.
- If a comment is flagged for any reason and the commenter has previously received a warning for a comment on this website, he or she will be permanently banned from commenting.
1) First being personal attack - Immediate banning.
2) First being inappropriate language - warning. But a second warning would entail a ban irrespective of reason for being flagged.
Three ways for a person to get banned..
personal
language & then personal => L&P
language & then again language => L&L
C gets banned after second warning. So it is either L&P or L&L, and there is no other information to choose any one of these cases.
Now, let us look at the options
1. At most one of the flagged comments included a personal attack. - If it is L&L, the answer is Yes. If it is L&P, then too the answer is YES.
So, this MUST be always true.
2. At least one of the flagged comments included a personal attack. - If it is L&L, the answer is NO. If it is L&P, then the answer is YES.
So, will not fall in any of the MUST categories.
3. Neither of the flagged comments included a personal attack. - If it is L&L, the answer is YES. If it is L&P, then the answer is NO.
So, will not fall in any of the MUST categories.
4. The first of the flagged comments included a personal attack. - Both L&L and L&P give a NO. So, MUST not be true.
5. The second of the flagged comments did not include a personal attack. - If it is L&L, the answer is YES. If it is L&P, then the answer is NO.
So, will not fall in any of the MUST categories.

1. Commenter C made 2 comments and the question asks us to find which statements about them must be true/false.
2. All of the statements are about which or how many comments included/not included a personal attack. Let's clarify this.
3. Comment 1 couldn't have included a personal attack, otherwise, they would've been banned and comment 2 wouldn't exist. Comment 2 could've included a personal attack. So, all together there were 0 or 1 personal attacks and it can only be in the 2nd comment.
4. Now let's consider the statements:
- At most one of the flagged comments included a personal attack. This must be true.
- At least one of the flagged comments included a personal attack. Here, if the 2nd comment had a personal attack, it would work, however the 2nd comment could also not include a personal attack. So, this statement is neither.
- Neither of the flagged comments included a personal attack. Similar to the previous statement, this is neither.
