We need to focus on the centres of the squares as a reference for population and currency
Region A's range is from 1.2 to 2.8 (See how carefully they are aligned at the midpoints on the Y-axis!)
Region D's range is from ~0.8 to ~2

(Please help with the question, I dont understand, even with the official explanation how Question 1 isn't D, it seems like its range should be 2)

Begin working on these graphics interpretation question by reviewing the axes of the graph, paying attention to any units, and then decide whether to read any text blurbs associated with the graph. This graph has no title. The x-axis is labeled Population (millions), from 0 to 350. The y-axis is labeled Currency, from 0 to 2.8. Within the graph, four regions labeled A–D designate groups of squares of different colors. There is not enough information in the graph to understand what the squares or currency values represent, so read the text blurb below the chart. The blurb explains that the squares in the graph represent countries, that the sizes of the squares represent the countries’ relative areas, and that the center of each square indicates the country’s population in millions and the value of the country’s currency in United States dollars.
