The city of Exitur recently began providing recycling bins to every household in the city, along with a brochure explaining what types of trash residents should put in the bins for pickup by city workers. Previously, the city’s residents had no means of recycling any of their trash. Exitur’s residents, who generate a significant amount of recyclables, have all cooperated conscientiously with the new program. Nevertheless, the total amount of trash they have been putting in their garbage cans for disposal—and not for recycling— remains about the same as before.

If the information provided is true, which of the following must on the basis of it also be true about Exitur since the program’s implementation?

(A) The city’s trash collection workers are not performing their jobs properly.

(B) The average number of trash cans used by each household has increased.

If the amount of trash in garbage cans stayed the same, even though recyclables were removed from it, the total amount of trash being generated must have increased to keep the garbage-can portion unchanged.
Hence answer should be C.

The city of Exitur is providing recycling bins along with a brochure to provide information on the types of trash residents can put inside the bins. Previously, the concept of recycling ♻️ is not put to use.

Thus, we can infer that the total trash collected goes as garbage. So, recycle is zero.

With the new proposed scheme, and with the conscientious cooperation of the residents, the recycle wastes are being segregated.

Now, they say that the amount of trash as garabage remains the same - and not for recycle. Possible inferences, the amount of recycle can be same, lesser or more. The only logical reasoning is with the term conscientious cooperation of the residents, the recycle waste will  increase .

There is a catch here, amount of total trash is 100, previously the entire 100 goes to garbage.

But now, the total trash is split between garbage and recycle. The proportion can vary. But,  the question mentions the amount of garbage waste remains the same.   How can that be ?

Prior to implementing, the entire 100 goes to one section.  Now, the section has the same value.  May be the amount of trash has increased, contributing to compensate the losss ( portion sent to recycle), thus balancing the garbage waste quantity.

Or, may be the waste which is segregated as recycled are sent back to the garbage disposal can. Thus, the volume before and after remains the same.

I have two doubts here, if the residents are conscientious then how can they throw the garbage into recycling bins. Or may be the policy of waste segregation is flawed and at the back end, the waste is sent back to disposal cans.

Based on the facts, it is clear that a large portion of the kinds of trash residents used to throw into their garbage cans for disposal is now being recycled. Thus, the only explanation for the steady (not decreasing) amount of nonrecyclable trash is that Exitur’s residents are generating more of it.
