I have a friend who is a first year at Booth and she said that the admissions staff is very understaffed right now so they may not be able to call everybody.

That's no excuse! They should go hire a bunch of undergrads to impersonate various adcoms on Tuesday! I am pretty sure most applicants won't notice the difference!
