OFFICIAL EXPLANATION

For this question, it will help to formulate our own answer before we look at the answer choices. We see that the first sentence gives background information on the decision the corporation made, and the second bolded part tells why they made the decision. The final, unbolded sentence gives evidence for why the decision is a good idea.
Now that we have made this evaluation, we can eliminate all of the choices that describe the first part incorrectly before we even need to read what they say about the second part. Since the first sentence is just background information, while the conclusion comes later, we can eliminate (A), (C), (D), and (E).

Choice (B) describes both parts well.

The correct answer is Choice (B).

Why notOPTION A
IT IS CONCLUSION IN BOLDFACE1 AND SITUATION IN BOLDFACE2

The first sentence is merely a fact or piece of information and not the conclusion of the argument. The second BF statement (if you carefully notice) highlights the conclusion of the argument (do NOT read from "whether").Hence, option A is not the correct answer.

I selected the right answer here simply because everything else was much worse, but this question is broken.

The conclusion of the argument is that "It is certain that (Trowbridge Corporation) will (save money)"... which isn't even bolded.

This needs to be fixed - can either change the question stem or bold the actual conclusion
