I dont see why E is wrong, seems more straight forward to me.

I could say that "including Cuba, Jamaica and Haiti" is a modifier to "other Caribbean countries" and that the industry of dominican republic is well compared to the industry of other Caribbean countries

'other countries in the Caribbean' is an appositive phrase modifying 'Cuba, Jamaica and Haiti.' It tells us that they are other countries in the Caribbean while assuming that the reader knows that Dominican Republic is a country in the Caribbean. Hence the use of "other."
An appositive is placed right next to what it is modifying.

Here is a bit about appositives:

Appositive phrases are essentially noun/pronoun phrases that rename a previously named noun or pronoun. Appositive phrases can be essential or non-essential though we usually need to deal with non-essential appositives.
When non-essential appositives are placed in the middle of a sentence they are surrounded by commas to show that they are non-essential to the sentence since they are just renaming what is already mentioned.

To answer your query, in Option D, "other countries in the Caribbean" is an appositive that acts upon the noun "the Dominican Republic"; appositives are modifiers that are typically placed right next to what they modify and serve to define or name their referent

To answer your query, even if we consider the change in meaning produced by Option E legitimate, Option D would still be superior to E, as the phrase "tourism industries in other Caribbean countries" is needlessly indirect.

Here as you have mentioned appositive phrases modify what is right next to them so here "other countries in the Caribbean" should modify. Cuba, Jamaica, and Haiti. How is it modifying "the Dominican Republic". Can you please elaborate on this?
