Hi anubhavmax

Here the earlier event is preliminary public safety commission hearing and the later event is the collapse of the bridge. Therefore past perfect is required.

This one doesn't make much sense. There is no specific preference in the question stem which indicates the need for past perfect. This is especially true since later in the sentence, simple past (was questioned) was used at the exact same time frame when the engineer was not honest.

Hi jwang27,

The word preliminary in the phrase 'preliminary public safety commission hearing' indicates that the event happened before the bridge became functional and collapsed. I hope that helps.

I do not see why past perfect is used here, as the non-underlined part explicitly is in Past Simple. "he was questioned"

Precisely, the act of questioning the engineer happened before he answered that preceding question dishonestly. So for me there is no way the answer can be past perfect. The second part must be something like "when he had been questioned"

Please help, i have exam soon.

I agree with others. Past perfect doesnt make sense.

Question should should timing of events only if it is required to show sequencing.

Here, we need simple to show that engineer was not honest when he was questioned. The correct answer suggest that he was not honest and he was later questioned. Not very clear.
