(A) Although some games may still sell the full 80,000 tickets, it is not clear whether this will justify the additional cost of building the larger stadium.

I think this explanation is not fair enough.

It's quite clear that the 80,000 tickets will justify the suggestion of building larger. You may say that 1 or 2 game with full 80,000 tickets is not enough to justify the whole project. If so, it will cast doubt on Choice E also, The popularity of soccer will grow, but maybe it grow to a level of 60,100 tickets only, it's not sure to justify a clear number of 80,000 seat capacity

This question tests whether the test-taker can understand that building a bigger stadium could be justified by the expectation that the popularity of soccer would grow. How big the stadium should be or how much the popularity would grow is not the central idea of the passage.

I think this is a poor-quality question and I don't agree with the explanation. As per the Argument, sole intention is to benefit local economy.
option A: Some of the games will still sell 80K tickets --> Supports the benefit to economy part
option E: it is expected that the popularity of soccer in local market will grow: How does it support the help in economy without making assumption that popularity will lead to sales. how about, even though popularity increased, people are watching games at home on TV?

You do not need to find a "fool-proof" answer for such questions. It is probable that increase in popularity will result in more ticket sales. This kind of reasoning is enough to qualify an option as a correct one. Option E may be a probable reason and hence good enough to fill in the blank after "because".

I am saving money because I anticipate that I shall lose my job.

One may argue that when I lose my job, my wife will work and earn money and hence saving money is not required. That however does not disqualify "I expect to lose my job" as a correct answer because one possible reason for saving money could be my anticipation.

I think E is not justified as nothing in the Argument points to a growing popularity of Soccer. It only mentions an additional 20K fans can be accommodated . Option A states that a bigger stadium will provide accommodation of additional 20K for fans of visiting team. That is quantifiable economic justification from untapped potential. Hopes of growth are neither justified nor quantifiable to add 20K seats and go for a completely new stadium. Correct me if I am wrong. I need a better explanation to this qestion
