Responding to your 1st query regarding the question.

Lets look at the argument

Environmental officials in Velonia note that the share of national emissions attributed to passenger vehicles has declined from 27 percent to 19 percent over the last decade.- A data was given by EO, national emission from PV declined from 27 to 19 .

They cite this trend as evidence that stricter vehicle standards have been effective in reducing overall air pollution.- Considering the decline, EO claimed Stricter vehicle standards have been effective in reducing overall air pollution.

However, satellite readings over the same period show that Velonia’s total particulate pollution has actually increased.- This is just a premise presented to tell in actual case particulate pollution increased that is shown from satellite readings


Which of the following, if true, most seriously weakens the officials’ reasoning?

As per the question we have to weaken EO reasoning. What was reasoning? Decline in emission from PV led to reducing overall air pollution

To weaken we have to notice that overall air pollution is super set and emission from PV is sub set, so what if other factors leading to air pollution actually increased and it has been cited as another data by author that total particulate pollution has actually increased, that means emission from PV is not a correct indicator to claim overall air pollution have reduced and stricter vehicle standard is definetly not effective. Or we can find any option which tells its not the stricter vehicle standards that have been effective in reduction, there is some other for reduction.

with this thinking lets evaluate option
A. Vehicle kilometers traveled rose sharply as Velonia’s population grew, while per-kilometer emissions from new cars fell, leaving total passenger-vehicle emissions roughly unchanged.- it is attacking the premise, claiming vehicle emission didnt change, but the argument said that there is change; hence, no.
B. During the same decade, Velonia implemented incentives for electric vehicle adoption, though these vehicles still make up a small share of the national fleet.- Not helping to evaluate the stricter vehicle standards so eliminate
C. Five years ago, the national inventory reclassified emissions from ride-hailing fleets and small delivery vans from “passenger vehicles” to “light commercial transport,” without any change in their emission levels.- it says classification changed, so yes the percentage will decrease and stricter vehicle standards in reality are not effective
D. Peak-hour traffic fell in several city centers after congestion fees were introduced, though off-peak traffic increased in suburban corridors.- not a relevant one
E. Regional cross-border haze events became more frequent, raising measured ambient pollution in Velonia during several recent years.- not relevant


Now for your 2nd query, the difficulty level of a question changes as per the response received, since the tag was a Christmas event, the no. of participants was higher; hence, the difficulty level adapted based on the response, whereas in mocks there was not much difference.
