1) On paper from an admissions perspective, the answer is no. It is not anymore favorable as a credential (though I am confident you will pass the background check with flying colors!) That said, you might be able to leverage it indirectly. You would need to build a compelling case about what it takes to get such access and what having such access means in terms of responsibility, judgment, etc. It's no doubt an interesting setup, but explaining your role and accomplishments absolutely requires a good amount of deftness.
2) Not necessarily. There are very creative ways to explain the seriousness and delicate nature of your role to an admissions committee without compromising the quality of the message. Candidates coming from army and, as I mentioned finance, run into similar such problems, though admittedly on a slightly different scale. Trust me on this: the admissions committees have seen it all. In case you want to dot your i's and cross your t's, the optional essay would be the perfect medium to explain to the AdCom why you have to be cagey about specifics.
