I think you're targeting the right range, although you can probably be a little more ambitious with your list.
Columbia is a stretch simply because you didn't apply in their Early Decision round.
Tuck, Kellogg, Booth, LBS and INSEAD are all within range - you have a reasonable shot of getting into any of them.
It really depends on life stuff -- if you are only 2 years out of college, you can probably afford to be more selective about the schools you apply to. Maybe only apply to the above schools (including Columbia) for this year, and if you don't get in anywhere, you can expand that list the following year to a broader range of schools.
And while your GPA isn't great, don't let that completely discourage you from just applying -- there's nothing you can do about it, your GMAT is decent, so all you can do is put together the best applications you can and hope for the best.
