I have been wondering which factor plays a greater role in one's admission into top 10.
Someone from Nigeria with a 3.4 gpa, 760 gmat and a civil engineering background or someone with a 3.7 business undergrad, 760 gmat US-Caucasian?

I think it depends on what else these two profiles are bringing to each school and what each school lacks. Given what you wrote, there are simply too many variables that could play a factor here. From what I see (given what you wrote), both are great applicants that have the potential to be successful.
And I really don't think one is able to pinpoint down to exactly which one matters more. I think it's a case-by-case scenario that has an open-ended conclusion.
