Dear Linda,
I am european. I have confirmed my place in Chicago GSB and now Tepper is offering me a full-tuition scholarship. I do not know what to do.
Of course, I prefer Chicago but they are not offering me any scholarship.
I am willing to pursue a career in International Business and Technology Management.
What do you think should be a good option?

I'm not sure for you but I believe I would take Chicago because of the overall reputation. However, you are right that it is quite bewildering... maybe someone else will you their opinion.

THat is a tough decision! Delightful dilemma, but touch decision. Congratulations!
CMU has a great reputation in IT, and I would carefully weigh the opportunities represented by each program, especially since Tepper is offering a full scholarhip. That's a lot of money to say "no" to if there is little difference in opportunity for you at the end of the day.
Contact both schools and ask about opportunities for grads in your field. Especially if you want to return to Europe, ask how many grads did so. Find out who recruits and hires and for how much and in what positions. Then weight the pros of each school and evaluate whether the advantages of Chicago, if any, are worth the cost.
