That's an honest response and one I can empathize with. Let's assume you didn't have that degree. Well, in that case, you have a pretty decent profile. Great GMAT, average academics, you're active and involved, and you have what appears to be strong professional experience. While some schools close their doors to previously earned MBA degrees, a lot don't. But their full attention is going to come to your application and you'll need to have REALLY solid answers for why a 2nd degree is necessary. You should do as much research as possible and chat with as many people as possible. Look through your life and document all the places you feel the 1st MBA let you down but don't BASH the previous MBA. It's important when you convey your "why" that you don't come across as disparaging the other school.

In addition to proving how an MBA will help you get where you're going (which everyone has to do) you'll have to prove how the previous MBA didn't fully get you there. Overall, I think you're being a bit aggressive. You aren't really in a position to consider UCLA a safety. But, if you're going to get another MBA, a top 20 brand makes sense. I mean, otherwise, why bother, right? But understand these schools aren't as safe for you as you think.

I hope that helps! Let me know if you have other questions or need a hand with anything. Happy to help!
