I have a special situation. I was just laid off from my engineering job and am planning on submitting my applications for Round 2. What if I get a new job outside of engineering after I've already submitted my applications? Do I need to tell the schools?

No, I don't think you need to tell the schools. If you think it will help make your application stronger, then go ahead and tell them. Otherwise, no need to draw any more attention to the news of your layoff.

But incase a person is laid off or has quit, and doesn't inform the admission commission and then the person gets admission in the school, wont it be a problem during the background check?

They don't all do background checks. But if you're very worried about it, then send a letter explainin gwhat happened AND telling them what you're now doing with your spare time. This latter part is even more important, because you don't want to just sound like a victim!
