The overriding goal here is to demonstrate academic aptitude, as a means of assuring them that you will not flunk out of business school. Or rather, be able to keep up, and academically succeed. I agree that you should retake these classes and do your very best to get an A or A- in each one and attend Georgetown University (at least GW or American.)
The idea is for you to show you can academically be successful at an school of the same caliber you hope to attend. Community college grades wouldn't establish adequate credibility, IMO. In this case, it seems the classes you struggled in are the same ones b-schools are looking for on an alt transcript - quant-related courses (as long as your verbal GMAT score is OK, if not, writing & public speaking wouldn't hurt.)
I imagine you already know about MBA Math. They send your transcript directly to the schools, and this might be the better way to go. Doing both would be ideal, but if you are working FT, might not be possible.
I believe some of my candidates have been successful because they established an alt transcript. One was a very overrepresented candidate with a 3.0 GPA, zero extracurriculars, community service or hobbies. 730 GMAT and work experience was in tech, OK but nothing special. He did the Harvard Strategic Management certificate and while one can't be sure, I do feel it factored into his 3 interviews and 2 admits to top 10 schools.
