Dear Linda,
I currently live in Brazil, work in a top management consulting firm and decided to take a chance last year in two BS, Kellogg (R2) and Columbia (regular decision, applied only in late february). I ended up being wait listed in Kellogg, after a waived interview with an alumni and later an very awful phone interview two days before the final decision was rendered.
The feedback from Kellogg was that I could benefit from another year of experience (I will have 3,5 years of working experience in August 2006).
I have decided to write new Essays except the Essay 2, which was pretty good last year. In the Essay 4, I chose new questions (Ethical dilemma and i wish ..., detailing my role as Student Association president during my undergrad course, besides the mandatory 4F ).
I would like to understand how Kellogg works with reapplicants. Does the evaluator reads your previous essays or only the comments and final decision of the Office of Admissions? In the Essay 3, I was trying to leverage some histories that I told in the last application, mentioning them and linking it with the new histories that I will tell this year. What do you think?

I am not sure of Kellogg's procedure vis a vis the old application of reapplicants. The Businessweek Forum has a representative from Kellogg responding to questions. I suggest you ask her if they have access or automatically review your old application.
If they don't automatically review your old application along with your new application, then linking to the old essays is not a good idea. It causes the adcom to go out of their way to look up your old app, and some may not appreciate it. If they will automatically review your old app, it is a good way to go.
One tip: Considering the feedback you got, I think you should focus this application on responsibility and growth during the past year. That doesn't mean you can't mention anything you did previous, but the emphasis should be on recent achievement, especially in your professional essays.

thank you for your kind advice. From the answer of the admissions (see bellow), I will not refer to the previous essays, but rather add condensed paragraphs with the most important messages of the previous stories I have told.
I understood your advice about responsibility and growth and I am giving this spin in the essays this year.

It is best not to refer back to it, but you may feel it essential to
re-state points made in your first application when you start answering
questions in your second application. If you need further clarification,
