Hmmm, okay. I guess I could leave it as 3.3 then? I guess 3.28 does round to 3.3, but I just don't want a mild suggestion that I was hiding behind the rounding. For instance, would someone with a 3.25 have carte blanche to round to 3.3 as well?

As for the ADD, I have never used any accomodations for it, and only a select few friends even know about it. I wasn't diagnosed when I was in school, but the main impact is that my work is done with much more focus and clarity. I take medication for it, and I attend workshops to improve organization and structuring time and things in a less haphazard way. I mean it's still a work in progress, as anyone who has seen my desk at work or my apartment would attest to, but it's not something that goes away overnight.
But in the academic realm, I never could since I was a kid finish any verbal sections of standardized tests, but now I can finish them with time to spare (and even score in the 96% in verbal on the GMAT). I'm sure I make a better student now than when I was in college and how I even managed a 3.3 is beyond me now that I can compare the clarity of now versus the daze of then, but I don't want to rely on that as an argument per se. I know...tricky...I'm deeply rifted.

1) If I remember my arithmetic, 3.28X does round up to 3.3. You're fine!
2) Is much more complicated. HAve you asked for accomodation in taking your exam? In school? Has it had a major impact on you? Have you learned, since diagnosis, how to compensate for it?

To answer your questions.

1) Yes. 3.25 can also be legitimately be rounded to 3.3.

2) Writing essay is a zero-sum game. You have X space to talk about yourself. So if you write about your increased clarity and organization, then you won't be able to write about something else. On one hand the story you're telling sound interesting and shows growth, something adcoms admire. It will also make your GPA look at little more impressive because you did not receive accomodations or any compensatory training. On the other hand, you are going to have to contrast your current clarity with the daze of college and thus bring out some organizational failings. I can see it working well, but I also don't know what you would be leaving out if you include this so I am a little bit at a loss and can't give you a definite recommendation. I hope that some of the thoughts running through my head will help you.
