The MBA admission is more holistic process in nature, where they look for your academic excellence in College. The process demands thorough review of the application materials ranging from Essays, Resume, long term & short term goals, Interviews etc.
A candidate from a tier-3 college but in top 5 percentile with excellent academic career stands a better chance than a guy from IITs in the last 20 percentile. If you are from the same field of study, your profile is viewed impartially irrespective of your native college hierarchy.
