What are my chances of getting into a top Executive MPA program? My undergrad gpa is extremely low. I don’t want to waste my time applying if I do not have a shot at getting in.

You have a differentiated profile with strong leadership exposure. However, the combination of a low GPA and a low GMAT score will prove to be an impediment to your pursuit. For a realistic shot at some of the top-notch global programs, you should focus on improving your GRE score.
