NO...schools assume you will need it. The vast majority of students have significant financial aid. Many schools have guaranteed loans for students, the only exceptions are international students at some schools.

I agree with Riverripper, don't mention it. It is true, however, that schools' admission decisions can be influenced by their perception of your 'deservingness' in terms of obstacles overcome, including financial (e.g., someone who had to work full-time to pay for his college definitely would win some admissions brownie points). So if your need for financial aid is related to socioeconomic/personal background issues than you might focus an essay on that. But admission decisions are made separately from financial aid decisions. Usually the only essays that relate to financial aid are scholarship-type essays.
