Different scholarship and fellowship programs across business schools have different requirements. Some require industry experience, others have career requirements, community service histories, and still others focus on ethnicity or gender.
Your chances for different scholarship programs will depend on their individual requirements. Some will be okay with a lower GMAT score if your profile has more of the characteristics they are looking for. Others will have a GMAT score as one of the main requirements. The better thing would be research scholarship programs thoroughly at your target schools, and tailor your profile to match. Certainly a high GMAT score doesn't hurt, but that's mostly just one component of the requirements.
