It's a combination of your raw candidacy (GMAT/GPA/resume), essays, rec letters and interview. There isn't some formula -- it's subjective, but yes everything should be as strong as possible.

However, I think you're worried too much about your GPA -- your GMAT makes up for it, and you should apply this year rather than waiting for another year for the sake of waiting. It's not worth it. Apply this year. If you don't get in, then reapply next year.
