Choice A: Option A suffers from a number of errors, including two parallelism errors; "downsize" does not parallel "terminating" but does parallel "to lay off". However, as "to lay off over..." is a subordinate phrase its verb should not be parallel to the primary clause's. We can also see a subject-verb disagreement between "were" and "Arachne Unlimited. Additionally, "who" should not be used to refer to "Arachne Unlimited" as a company is a non-human entity. Thus, Option A is incorrect.

Choice B: Option B shares the first parallelism error, maintaining parallelism in a subordinate clause, and subject-verb agreement error of Option A. Thus, Option B is incorrect.

Choice C: Option C also suffers from the parallelism and subject-verb agreement errors found in Option A. Thus, Option C is incorrect.

Choice D: Option D maintains parallelism and subject-verb agreement throughout the sentence and is quite concise. Thus, Option D is correct.

Choice E: Option E repeats the subject-verb agreement error that Option A committed and fails to maintain parallelism between "to downsize" and "terminating". Thus, Option E is incorrect.

Hence, D is the best answer choice.
