Run-in means disagreement or argument, not encounter.

Modifiers such as
The men, who stare at goats.
The car, which is painted red
are called Non-essential modifiers. The sentence would then mean that the song is about the man and not about the story of him meeting his high school sweetheart. That would change the meaning of the sentence.
Also the phrasal verb "ran into" is almost never used in passive voice.
I ran into my friend - common usage.
I was run into by my friend - Fairly awkward.
