The rebel group that has visited the operations headquarters say its decisions balances the interests of the main players: Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises and maintains a veto on weapon shipments.

The rebel group is singular thus we need singular verb says. Eliminate A and E.
In option B and C use of who is not appropriate to modify group.

Group is a collective noun if you want to modify the people inside the group using who then you will have to use plural verb, but we have group who has. Therefore, that or which is required. Group is considered a single unit in the sentence.

A) The rebel group that has visited the operations headquarters say its decisions balances the interests of the main players: Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises and maintains a veto on weapon shipments.

B) The rebel group who has visited the operations headquarters says its decisions balances the interests of the main players; Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments. -- Independent clauses separated by comma is not allowed.

C) The rebel group who has visited the operations headquarters says its decisions balance the interests of the main players, Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments. -- run on sentences clauses are separated by comma.

D) The rebel group that has visited the operations headquarters says its decisions balance the interests of the main players: Egypt provides funding and pushes for greater rebel support; Turkey manages the border and urges caution; and the United States supervises, maintaining a veto on weapon shipments. -- colon is used to explain further and IC are separated by semicolon.

E) The rebel group that has visited the operations headquarters say its decisions balance the interests of the main players: Egypt provides funding and pushes for greater rebel support and Turkey manages the border and urges caution; the United States supervises and maintains a veto on weapon shipments.
Would this option still have been correct if there was use of comma instead of colon?

No, you can not write two independent clauses separated by comma in a list form.

You can write sentence like : Subject verb1 ...., verb2 ...., and verb3 .... . (verb parallelism is acceptable but whole sentences with subject-verb comma separated not allowed.)
Subject1.. verb1, subject2..verb2, and subject3..verb3 (not allowed. use semicolon to separate sentence in list)

If you join independent clauses by a comma, you create a comma splice. To join independent clauses, you either need a semi colon or a conjunction. Also, in case you want to list out some elements, you use a colon.

The rebel group that has visited the operations headquarters say its decisions balances the interests of the main players: Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises and maintains a veto on weapon shipments.

let's split the sentence into clauses:
The rebel group (that has visited the operations headquarters - dependent clause, modifies the "rebel group") say its decisions balances the interests of the main players:
Egypt provides funding and pushes for greater rebel support,
Turkey manages the border and urges caution,
and the United States supervises and maintains a veto on weapon shipments.

that is correctlu used, since it modifies the group, not the people from the group.
the pronoun its correctly refers to "the rebel group"
Errors:
the verb balances does not agree in number with the subject decisions.
although the entities are properly connected, in this case we have entities that are clauses. because of this, we need to separate entities of the list with semi-colon.

A) The rebel group that has visited the operations headquarters say its decisions balances the interests of the main players: Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises and maintains a veto on weapon shipments.
as discussed.

B) The rebel group who has visited the operations headquarters says its decisions balances the interests of the main players; Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments.
who is a relative pronoun that can refer to a person only.
semi-colon after "players" unintentionally divides the sentence into 2 IC. this is incorrect, since the ideas are connected.
list is not properly connected

C) The rebel group who has visited the operations headquarters says its decisions balance the interests of the main players, Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments.
same as in B.

D) The rebel group that has visited the operations headquarters says its decisions balance the interests of the main players: Egypt provides funding and pushes for greater rebel support; Turkey manages the border and urges caution; and the United States supervises, maintaining a veto on weapon shipments.
in this choice, all the errors from the original sentence

E) The rebel group that has visited the operations headquarters say its decisions balance the interests of the main players: Egypt provides funding and pushes for greater rebel support and Turkey manages the border and urges caution; the United States supervises and maintains a veto on weapon shipments.
this answer changes the entities of the list. in addition, it makes the 3rd entity an independent clause.

A) The rebel group that has visited the operations headquarters say its decisions balances the interests of the main players: Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises and maintains a veto on weapon shipments. it should be - The rebel group says
B) The rebel group who has visited the operations headquarters says its decisions balances the interests of the main players; Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments. it should be - its decisions balance, also "that" is appropriate for the rebel group
C) The rebel group who has visited the operations headquarters says its decisions balance the interests of the main players, Egypt provides funding and pushes for greater rebel support, Turkey manages the border and urges caution, and the United States supervises, maintaining a veto on weapon shipments. D) The rebel group that has visited the operations headquarters says its decisions balance the interests of the main players: Egypt provides funding and pushes for greater rebel support; Turkey manages the border and urges caution; and the United States supervises, maintaining a veto on weapon shipments. VERITAS PREP OFFICIAL SOLUTION:

In problems like this, with so much underlined, it is important that you find fairly easy and concrete decision points to start with. The easiest decision points in this problem relate to subject-verb agreement: the choices between “say” and “says” and “balance” and “balances.” Since “the rebel group” is singular you must have “says” not “say.” This allows you to eliminate (A) and (E). Since the noun “decisions” is plural you must have the plural verb “balance,” not “balances”. This allows you to further eliminate answer choices (B). In choosing between (C) and (D), you cannot have all of the elements linked together as in (C) (as if all of those things were said by the rebel group!). Only (D) gets the subject verb agreement correct and uses a proper structure (colon followed by three complicated things linked by semi-colons) to convey a logical meaning. Answer is (D).

B,C - "who" to refer rebel group is wrong
A,E - Subject is "The rebel group" verb is "Say" SV agreement issue.

Hence D, is the answer.

Is the usage of "and" in the last IC correct because what we want to express after the semi-colon is a list of items. Is my understanding correct regarding the usage of "and".?

v/s
the United States supervises, maintaining a veto on weapon shipments.

I think 1st option is correct as supervises and maintains are in parallel.

Don't you think 2nd option which is given in choice D is creating confusion.

"Maintaining....." it is modifier and may modify the US or the rebel group.

Can you help to clear out this doubt cloud.
