I am not sure about the open or opened. pqhai can explain more.

I eliminated the Option C) on the basis of
C) that additional funding for the completion of the town pool, perhaps open as early as next year, be obtained through private donations not through tax revenue.
It is not clear what is modified by the sentence fragment ",perhaps open as early as next year,"
In the correct answer the relative pronoun (which) explains clearly that town pool could be open as early as next year.

could someone elaborate on why C is wrong?

Also, does "through private donations not THROUGH tax revenue" -> does the extra 'through' in C relative to D matter?

Is it true subjunctive requires be to follow? I thought bossy verbs required 'be', but that subjunctive could follow with is/are depending on the context

Veritas Prep Official Explanation:

Special subjunctive verbs such as recommend, suggest, demand, mandate, require, etc. require particular (and often unfamiliar) structures.

In this sentence, the verb “recommended” is followed by “that” in each choice and thus a particular structure is required.

For answer choice (A), even if you are not familiar with that structure, the sentence is clearly redundant: “The board recommended that funding should be…” is wrong.
If you are recommending something, then you are necessarily saying that it should take place.

The correct structure after “recommended that” is the base (or unconjugated) form of the verb: “The board recommended that the funding…be obtained” Only answer choices B, C, D contains that structure.
