Official Explanation
Creating a filter: in this question, the phrase "to be able to continue" is defective, because "to be able" is redundant with "enable," which comes earlier in the sentence and governs the infinitive "to be able." At that point in the sentence we are still within the scope of what's "enabled."
Applying the filter, we'll consider (A) out and scan for other answer choices we can eliminate on the same grounds; the only one is (E).
Further notes: (B) is essentially a corrected version of (A). (C) has an improper semicolon usage; semicolons are used to connect two independent clauses without a conjunction. Choice (D) also is flawed, most obviously because "enables" is grammatically singular and can't match anything that comes with it.
The correct answer is (B).
