IMO the answer is D.
Cause the modifier seems to modify the action that is 'create'.
Hence the -ing modifier, this leaves us with B or D.
In B the word 'crossing' makes it sound awkward!

I think the answer is D, Either + V-INFI... or + v- infi

Either X or Y idiom where X and Y are parallel - only option D satisfies this
